KADIRS Aspires For Gender Equality Seal for Public Institutions!!.
As Developed by the United Nations Development Program (UNDP) and led by UNDP Nigeria.
The UNDP’s “Gender Equality Seal for Public Institutions” is an initiative that uses a common systematic process to support, accelerate, and recognize the efforts of public institutions towards advancing equality between women and men. It aims to accelerate gender equality mainstreaming throughout the implementation of the Sustainable Development Goals (SDGs). It seeks to transform public institutions by means of a comprehensive process to better contribute to the country’s development targets and the 2030 agenda.
The Kaduna State Internal Revenue Service is committed to contributing to the ongoing efforts to ensure more equal conditions for women and men, both for our staff, and for the citizens we serve, and thus improving our contribution to the implementation of the 2030 SDGs agenda in our country.
The Kaduna Internal Revenue Service is committed to:
✓ Carry out and complete all the steps and requirements of the process as expressed in the program manual.
✓ Diagnose and identify the gender equality gaps and related problems/constraints in the five dimensions considered by the Gender Equality Seal for Public Institutions; (i) Planning for gender equality; (ii) Gender equality architecture and capacities; (iii) Enabling environment; (iv) Partnerships, participation and accountability for gender equality; (v) Results and impacts of public policies.
✓ Develop and implement a Plan of Action to address the gaps and constraints identified.
Provide the UNDP and the leading institution with all the required information to ensure that all the stages of the process are completed according to the stated requirements.
✓ Ensure the availability of all human and financial resources needed for the proper implementation of the initiative.
The Gender Equality Committee (GCE)
Strategic team nominated from across the organization and three Supporting MDAs to promote, facilitate and ensure the roll out and implementation of the Gender Equality Seal for Public Institutions. The Supporting MDAS are; Ministry of Finance, Budget and Planning Commission and Ministry of Human Services and Social Development (Which is responsible for Women Affairs).
Institutionalization of the GEC
1. The senior management must formally institutionalize the GEC.
2. The committee should be afforded sufficient authority and resources to carry out all of its responsibilities.
3. Members are expected to commit to the realization of the Seal, be open and tolerant of diverse opinions, and available to participate in institutional dialogue and decision-making.
Responsibilities of the GEC
1. Manage & oversee the implementation of the Gender Seal.
2. Identify strategies and actions.
Promote institutional ownership of the process by all staff.
3. Follow & support the work of the Gender Team.
4. Oversee the tracking of all the evidence.
Identify gender equality champions and Keep senior management informed.
Operational guidelines of the GEC
1. Produce an annual work plan to guide its actions towards the fulfilment of the Seal steps.
2. It should have a Technical Secretary.
3. Should establish and comply with periodicity of meetings according to its needs and the stage of the process. However, it is recommended that meetings take place at least monthly.
4. Meeting minutes should be produced to ensure all meetings are properly documented, particularly in terms of the decisions taken.
