Breaking: Kaduna State Government Set To Commence Distribution of Palliatives

In final preparation for the commencement of distribution of palliatives in Kaduna State, I addressed the media today to provide information to the public on the implementation plan and target beneficiaries.

Joined by my Deputy, Her Excellency Dr. Hadiza Balarabe, top government officials and representatives of organized labour and civil society, I stated as follows: 

1. One of the key outcomes of the National Economic Council Meeting held on Thursday, 17th August, 2023 was the decision to give support  to State Governments to cushion the effects of the removal of subsidy on Premium Motor Spirit (PMS). So far, the sum of Two Billion Naira has been released to the Kaduna State Government.

2. To ensure effective implementation, I convened a Stakeholder Meeting comprising Government Officials, representatives of trade unions, representatives of faith-based organizations, persons with disabilities, market and transport unions, and the private sector, amongst others. The meeting made the following recommendations which have been accepted by the State Government: 

a) The palliative funds for Kaduna State will be utilized in 3 Phases: The Ist Phase (Short Term) will be devoted to distribution of food items to households. The 2nd Phase (Medium Term) will take care of Transportation and assistance to Small Holder Farmers, Micro, Small and Medium Scale Enterprises, while the 3rd Phase (Long Term) will be devoted to the Resuscitation of the Locomotive Train from Zaria to Kaduna, and Sabon Tasha to Kafanchan, all in a bid to ease transportation for citizens.

3. In the 1st Phase of Implementation, the distribution of palliatives in Kaduna Kaduna State will target 1,050,000 individuals ( equivalent to about 210,000 Households). The families headed by People with Disabilities, Widows, and the Elderly will be considered first. Other Poor and Vulnerable Households, Orphanages and Internally Displaced Persons Camps (where applicable) will also be given special attention. 

● 43, 000 bags of 50kg rice will be procured for distribution.

● A Committee at the LGA comprising of LGA staff, organized labour, representatives of the private sector, faith based, youth and women organizations would be constituted. The Committee which would be headed by the Chairman of the LGA and charged with responsibility for planning and distribution of palliatives at the LGA level, including identification of beneficiaries as stipulated. The distribution of the food item would be proportionate to the size of the population in each Local Government Area.

● A Monitoring Committee would also be constituted for each LGA to guarantee transparency in the conduct of the exercise and to ensure that the intended beneficiaries are reached. 

4. We are committed to the effective implementation of measures lined up in the three phases. For the Ist Phase, the State Government has put all necessary machinery in place to ensure that the purchase and distribution of the palliatives is hitchfree. We shall also closely monitor the implementation. We call on our citizens to give maximum support and cooperation to the Implementation Committee to ensure a seamless exercise. The full weight of the law will be visited on anyone who attempts to divert the palliatives meant for the people or tries to disrupt the exercise.
